We look for moral guidelines for judging appropriate international behavior from Daniel Chirot, a professor at the Henry Jackson School of International Relations at the University of Washington, and co-author, with Clark McCauley, of "Why Not Kill Them All? The Logic and Prevention of Mass Political Murder."
